Education Minister Jaime Laya has ordered public school administrators to deduct from the salaries of those teachers who sent on strike an amount commensurate with the number of days they were absent.

Strange as it may seem, this is the very same Jaime Laya who pontificated just a week earlier: "you cannot squeeze anything from something that is already dry."
