Dear Mr. Borjal:

There is nothing in your criticism of the unfinished buildings at the University of the Philippines (Visayas): as early as last October, your sister publication, the Mr. & Ms. Special Edition had brought this to public attention.

What I cannot understand is how your column can ignore the explanation made by the UP authorities at that time. Briefly, the work stopped because the government failed to provide the counterpart fund for the P38-million World Bank Loan.

At that time, the UP authorities said that construction would resume shortly since the Ministry of Budget had given the UP the authority to withdraw up to P29 million. It would be scandalous if the UP had failed to take advantage of this cash disbursement ceiling or had failed to resume construction. You did not bring us up to date on this.

What amuses me about your attacks on the UP authorities is that you didn’t even get the sex of the people right. The chancellor of UP Visayas is a lady -- Dr. Dionesia Rola.
