The businessmen who want to build a prison for those accused in the Aquino-Galman murder case should propose that the Ministry of Human Settlements convert the famous "Coveta" village into such a facility.

So far, the "Coveta" village has been a source of embarrassment to the MHS. But all this embarrassment will disappear if it is used for that purpose that is enthusiastically endorsed by all.

The MHS should welcome the prospect of having an already-cohesive group of disciplined tenants. Such a group -- literally a captive audience -- can easily be molded into a model BLISS community which would function as a center for development for the surrounding areas.

And in due time, people will forget that there was ever such a thing as a "Coveta" village. Instead, they will remember it is a highly successful BLISS project, "BLISS" in this case standing for "Bagong Lipunan Incarceration Site for Servicemen."
