Education Minister Jaime Laya should be commended for his directive dispensing with the requirement of military uniforms for citizen army training at the high school level.

The minister has rightly pointed out that this requirement, apart from imposing additional costs on parents, has spawned graft and corruption in certain schools.

All that remains is for Mr. Laya to dispense with this requirement at the college level.
