Information Minister Teodoro L. Locsin, Jr. may not be one of  The Times’ favorite people but couldn’t you print a picture of him more flattering than the one which appeared on April 6?

In that picture, Mr. Locsin looks like Mad magazine’s Alfred E. ("What, me worry?") Newman.
